Since the Version 18 update any innocent civilian can now become an On Duty Driver.

To become a Driver, use /driver [fare] while driving a Taxi, Limo, Bus, Helicopter or any other multi-seat vehicle equipped with the Driver Upgrade. You can purchase the Driver Upgrade from any Xoomer Gas Station.
Drivers no longer have car-jacking protection.
